CS FOR HOUSE BILL NO. 66(HES) An Act giving notice of and                      
approving the entry into, and the issuance of certificates of                  
participation in, a lease-purchase agreement for a centralized public          
health laboratory facility was read the second time.                           
                                                                               
Senator Taylor moved and asked unanimous consent that the bill be              
advanced to third reading and placed on final passage.  Senator                
Duncan objected.
